To answer the question, it depends on the person. Typically, if there is pain, it's either because it's the first time, or because of conditions such as lack of proper lubrication. For many girls there is some damage done to the hymen, a thick band of tissue located around the open to the vagina, during their first time having sex. It's normal, but typically causes some pain and maybe even a little bleeding. If there's a lack of foreplay the girl may not be wet enough. Arousal causes a release of fluid from the vagina, acting as a lubricant, so if she's not "in the mood", or if she's really nervous, things can be a little tricky. In most cases though, I don't think there's enough pain to make the whole thing unpleasant. Supposedly everyone's first time is painful and/or awkward, but it doesn't seem to stop anyone from doing it again.

okay it can hurt for a number of reasons

1. not enough lube (hurts for both)
2. hymen isn't broken (hurts for girls and could get bloody)
3. the guy 'bangs' too hard (could potentially hurt for both but probably more for the guy)
4. awkward postition (can hurt for both but usually the person on the bottom)
5. unexperienced people (can hurt for both)
6. trying to go to fast and rushing (can hurt for both but probably more for the girls)

okay i think i have come up with every posible thing that could hurt in normal cases in sex.
