True. Being frozen is a temporary punishment for a registered member which is lifted when the staff feels is best to carry out said person's punishment. It's part of the infraction point system.

Being frozen is a temporary ban. Unlike a permanent one you can still view the forums when you are logged in but there are features you can not access such as the reputation system, posting replies to threads, managing other options, etc. etc.

Being frozen isn't even really a temp ban. It's exactly what Alex said [you can visit the site but can't post or PM anyone], and it's usually given when you accumulate a certain number of infraction points [what that number is is beyond me]. Different types of infractions count for different numbers of infraction points; i.e. the worse the infraction, the more infraction points it will cost you. At first you are usually just warned, then you are frozen [if bad behavior "continues"], and then banned [if you still haven't stopped doing things against the rules]. Of course there are cases where the first step is skipped, and there are even cases where both the first and second step are skipped [i.e. if there was a spam attack, someone over 19 joined, someone posted really inappropriate pictures, someone tried to use the site for commercial use, etc.]
