OK, how does modding a PS2 or an xbox work? And what are advantages, disadvantages to modding a system?

Ok, lets talk about modding an XBOX.
I was told by a coworker that he gets games for like 10-20 bucks instead of 40-50 bucks. Is this true?
Ok, how does this work? You can turn it into a computer, download games on to your HDD, play copied games and all this grizzle?
