I want to lose weight but I seem that I cant. I always look forward to gym. And I want to work out and run when I get home but I cant. I always lose interest like I kept saying I was going to run and work out last summer but summer came I didn't have any interest at all.

It takes discipline. You have to make yourself go. Eventually after forcing yourself to go so many times it'll become a habit and after losing some pounds, it'll motivate you to keep at it.

Your best bet wouldn't be to set a time that you are going to start doing something, it'd be best if you just started as soon as you can. You're going to have to force yourself to do something like this. Its not just going to happen. And why exactly can't you work out and run when you get home? too tired? if that is the case then maybe start going to bed earlier. Working out will give you more energy after a while. Also eating a healthy breakfast would be good too if you don't already. Just a suggestion.

Yes, breakfast is very important. Eat a large, healthy breakfast every day. You need to force yourself to exercise even if you don't feel like it; there's no magical way to lose weight. It's all very much mental. If you decide to exercise, but if you keep telling yourself you don't really feel like it, you won't exercise. Just force yourself to exercise, and you'll come to enjoy it in the long run.
