yes you can guys get vassectomys so they can have sex without worrying about pregnancy i do not know many guys that would be willing to take a vow of abstanance for the rest of there life, outherwise why would they simply abstane from sex rather than getting the opperation. so in short you are still able to materbate and have sex.

As far as I know a vasectomy is dealing with the Vas Deferens which are the tubes from the the testicles. So when you have one, semen are still created except they can't get out. Also, the make up of cum is not entirely from your testicles. So in conclusion it will still be cum but will probably look more like precum because there are so sperm in it. So yes.
