Hey!Im a 17 year old girl who is 1.6m and around 47 kg. my periods have already stabilised (for about 3-4 years already).
but, depending on cut and stuff, I cant even fit properly into an A cup...so im just wondering if im a reallyREALLY 'late bloomer' or has my breast development already ended...
I didnt eat much when i was around 13-14, so im wondering if that affects anything.
I know people will say that different people will take different times to develop, but Im already 17 this year, and most of my friends are already (based on size) more or less fully developed...as for hereditary factors, my mom is about a B and definitely not flat... D=
Also, is there anything i can eat now to make them grow?ive heard about papaya and stuff o.o or are there any excercises or anything?

Your breast development hasn't ended, you could still have a few years of that left. There's nothing you can eat or do to make them grow, other than wait it out. If you were anorexic when you were 13-14 (vs. just eating a bit less than normal), then I suppose you may just not have much fat left on you. Breasts are actually largely composed of fat tissue, which is why when women lose weight, they're usually one of the first things to shrink (and one of the first things to come back when the pounds won't stay off).
Give it some time, you may find that within the next few years your breasts will have grown quite a bit. If, in a few years, you're not happy with the way they've developed, there is always breast augmentation. However, I think you'll find it's easy enough to be happy with yourself once you get used to how you are. After-all, some women have to have a breast reduction because they're so heavy that they cause back problems! So just be proud of who you are and see what happens. :)

Being fully developed at an 'A' cup is perfectly normal,
Nothing to worry about = )
I'm 17 myself and I can hardly fill out a 'B' cup while the rest of my family are in the 'C's and 'D's.
Nothing you do can really make them grow, it's just something that you'll have to live with.
If you arn't done developing though, you may still grow some.
My sister just recnetly stopped growin and she's 20,
So you may still have some time.

This is probably coincidence.... BUT
I went up 1 and 1/2 cup (I already had DD's) sizes in about 4 days, when I'd ONLY eaten cheese (I have food swings, rather the mood swings) but then again, it was probably just 'cos cheese is super fatty!
Another thing I noticed, was that my best friend of the time, is pretty much flat chested and absolutely HATES cheese...
I doubt it will help, because it's likely to be coincidence and stages of breast development blah, blah, blah.
[I]BTW it's very unhealthy to have a diet of just cheese. I only did it because I have days where I will only one type of food or I'll be sick if I try to eat anything else.

All girls are different.
It is perfectly normal and you are not done growing yet. Nothing can make your breast grow faster lol, so don't try any strange remedies. It just takes time.

One of my friends has the same problem, she's the same age as you and I guess the both of you will just have to wait it out and try not to think about it too much and see what happens.

you still have time to grow i heard on tv they normaly stop growing around 21years old

I'm 15 but I barely fit into an A cup, it is probably cause u didnt eat for a year or so, like me, i was a skinny and basically had NO fat on me up until the age of 13... so i guess we're just paying for it now huh :)
Just have patience... my mum tells me that one day i'll be complaining cause they're too big but i doubt it. You're not alone and you probably havent even stopped growin yet.. if they hurt like even a TINY bit then they're still growing =]

I also heard that milk helps? I dunno though :)
