Not all boys get orgasms over masturbating, it's rare, but others do have this problem. We need more info to answer this problem. When you masturbate what do you think off? This could be a reason why you can't get an orgasm.
I can answer why you can't ejaculate, your not far enough into puberty yet, your what is known as a slow developer. You will be able to ejaculate eventually. Just be patient.
P.S How far are you into puberty, what is your body like etc?

I'm 6.5 inches when I'm fully erect, my voice already deepened, I have a few hairs on my chin and I can grow a really thin moustache, but other that no beard or anything.

Ha, i've found it, i think this helps answer the question. It's from http://www.sexetc.org and it's got loads of stuff about problems during puberty
