That sounds like pre-cum, and as your only 13 your still developing so there's no need to worry about that. You should be able to cum properly when your more developed, but you can still get an orgasm so there's no panic. Pre-cum is like you said a clear fluid that comes out of your penis normally, as it does to me, in short amounts but not always. A few People can pre-cum when there not j/o at all but this normally happens when someone is really horny. So don't worry. l0l
