I know that freshman take a lot of the same classes their first year, but there just in no way you and your roommate are always in the room the exact same time. There has to be times when one person is in the room while the other has a class or work. My suggestion is that you both should know each others' class and work schedules and figure out when you both can have private time. I am sure that both you and your roommate may have jobs or other obligations that may keep you out of the room for periods at a time. It is during those times when either of you have the room to yourself you can masturbate, have sex, or do whatever you want. Personally, I would not ask him about if it would be all right for you to masturbate in the room while he is there but rather ask him when he will be out of the room. When he is out of the room, then that is when you should masturbate because it gets weird if you're jacking off while your friend is trying to do homework or doing something else. I definitely would not ask the person if he wants to masturbate with you especially if you both only have lived together for just over a month meaning you do not know him that well.

I am not sure what kind of background you have, but there are definitely some folks who are used to masturbating with friends and others which means that those folks do not have much inhibitions to jerk off with another person. Don't assume that your roommate is going to be open to masturbating with another guy, and for all you know, the guy could be extremely homophobic and can view anything sexual with another guy as being bad. It is for that reason why you should be careful and not be too open about sexuality especially if the guy never has brought it up.

I don't have experience of sharing with a roommate in college, though I do have experience of camping and staying in bunk houses with other guys and in those situations it was pretty much assumed that everyone would masturbate before going to sleep with each guy doing it in his own sleeping bag or bunk, not making an exhibition of it, but not really trying to hide it either. There would be no harm in talking about it but I can see that is something where it can be hard to break the ice. Another thing you could do is wait until your roommate appears to be asleep and do it then. At that point one of a few things could happen:

1. He may actually be asleep, in which case you get to masturbate without any awkwardness.
2. He may notice but not care, in which case you still get to masturbate without any awkwardness.
3. He may notice and decide that what's good for you is good for him and start doing the same himself.
4. He may complain about you doing it with him around.

I suspect all of the first three are more likely than complaining, after all he probably masturbates too and is probably having the same thoughts about how he will do it now he has a roommate, but should he complain you say: "I'm sorry, I thought you were asleep." and then make use of the fact the subject is now in the open to explain you have needs and talk about when and where. If he is keen not to be in the room while you do it you can agree to exchange schedules and agree some private time for each of you or you can agree a signal - a kind of "do not disturb" sign.

As for the other things such as porn and mutual I'd take it slow. If you find you have got to the point where you are doing it at the same time, aware of each other but not interacting, then you could raise the question of watching porn etc.
