So a little over a year ago, I started noticing that I was growing armpit hair. However, it wasn't a lot and was probably a little shorter than an inch (not noticeable at all unless you really got up to see). At that time I figured, "Oh yeah, it's just growing in."

Fast forward a year. It might have grown a little bit, but for the most part, I don't really notice a difference from what it was last summer. I'm 16 now. My hair is ginger-ish, and I'm pretty hairy down there and on my legs, but I'm worried that it'll never grow any more under my arms... So two questions: (1) Is it unheard of for it to take this long to fully grow in? and (2) Are there a lot of men that have never grown armpit hair?

It is normal. I did not get any arm pit hair until high school and I still do not have a lot. It might depend on how hairy your family is.

It might still get thicker over time or maybe you just won't have very much hair there. Every guy is different.

It is normal. And idk about number 2. But, it usually happens kind of all at once. I remember it like that for me anyway, so don't worry.
