I'd always assumed that leaking after cumming was actually leaking left over cum. Cum becomes more liquid (less thick) after cumming (probably after about 10 to 20 minutes) so that would allow it to run out of your tubes when previously it had been too thick to do so.

Milking your penis should obviously push much of it out sooner and peeing should flush all of it out.

If that doesn't stop the leaking then maybe it is more pre-cum. I'd never hear of that before. It's called pre-cum because it is usually produced when you are aroused and before you cum but I guess it is possible.
