Just ask him, he's probably just as curios as you, or start a conversation that gradually just takes u on to asking him, I'm sure he won't take offence as he might want to compare as well and it's natural for teen guys to experiment with each other and compare sizes

Maybe sort of bring up the topic of puberty and see if he's comfortable with it. If he keeps the conversation going you can gradually lead towards penis size and finally ask him if he'd like to compare. It might be a little awkward, but I think it's worth it.
