It usually has to do with flaccid length. If your penis is rather short when soft it doesn't weigh enough to hang down.

Yes, mine hangs most of the time, and for you it's hard to tell, because the way a penis looks can vary from one individual to another. If yours doesn't end up hanging, it's not that something's wrong but because we all look different.

Assuming you mean when soft I think it depends on the relative size of your penis and balls. If you penis is relatively short compared to the size of your balls (common in early puberty) then your penis may point forward more than hang down. As it grows it will then tend to hang.

That being said, your penis size is NOTHING to be ashamed of. Much in the same way girls with smaller boobs have nothing to be ashamed of. It is just a genetic difference. Society focuses too much on big bulges and not enough on important things.

I guess to sum it up, yes they typically do hang. But it sounds as if you are not done growing. Give it time.
