Me and this girl go to the same college together and we are from the same home state. She has a boyfriend of 10 months and she has express to me that she is not happy with the relationship and wants to break up with him but doesn't want to break his heart. Her and I have been talking for a couple of months now and I told her last night that it is time to stop because in the end you are just breaking my heart because you are still in a relationship. Then she said she is upset because the guy she was falling in love with just said that. I haven't talked to her or texted her since last night. I just don't know what the next step is or what i should say to her?

Since you've both confessed your feelings for each other, if you wish to pursue a relationship with her, then talk to her. Also give her some more time. Now that you both know each other's feelings, if she values yours more than the other guy's s, she would break up with him soon enough.

You've got to make her see that her happiness is more important than not wanting to break someone's heart. Sometimes to do the right thing by yourself you have to do something that is going to hurt someone else, it's just the way life is.

i think you should point out to her that right now she has to break someone's heart; the only real option is if it's his or yours. ask her if she is really willing to spend the rest of her life with someone she doesn't want to be with and deprive him of the opportunity to find someone who DOES love him just to avoid hurting him.
if she still doesn't decide to be with you then you gotta move on. i'm not saying she is one of these girls, but some girls complain abut their BF and refuse to leave them because they want to have other guys constantly giving them attention and trying to get them. kinda stinks to be one of those guys.

So if I told her that a need a few days to attempt to get over her even though I can't really even go one day without talking to her ... Should I wait or should I tell her this stuff and talk to her?

Talk to her.
But don't be clingy, and begin to distance yourself.
Give her time but at the same time, keep moving forward with your life to show your independent from her.
Give her an open door policy, with the condition of unless you meet someone else between the time she leaves her boyfriend and comes toward you.
You giving her an ultimatum might've come off as manipulative.
