This is not OK, I have a younger brother although we are 15 &13, but sex with him would be wrong. I'm sure your sister has lots of cute friends, ask her to hook you up with one of them.

I donīt see anything wrong with it, if they both consent to it.

I donīt know, you might try talking about sex first and see where that brings you.
