Inactive means the owner has not posted in it, meaning if he still hasnt posted in it by the date it will be deleted.

If you really wanted you could always get a diary for it. That is probably the best plan since cooking is a topic that's a little obscure, so it may not have as much demand that a forum which encompasses a broader variety of topics would.
