I'm having self confidence issues with being able to meet girls or check girls if u understand what I mean. This is a long story of how I got like this, but basically I want to meat a girl and develope more into a friendship and move on but I lost all confidence in doing so, I'm afraid that they will laugh at me or as usual leave me on seen or don't answer back. Or when im out I don't want to go close and meet them to get dissed or laughed at, so any advice.

If you reach out to a girl, and she laughs at you or ignores you than she obviously doesn't deserve a relationship or even with you. But consider the options:

You could:

A) Save yourself from being rejected and never try to reach out to anyone or go out. Yes, you're safe, but you don't get to meet any girls.

B) Take a chance, and hang out. If she laughs and mocks you, than just leave. You don't need or deserve to spend the whole time being ridiculed. But what if you're psyching yourself out and you meet her and she's nice and doesn't make fun of you?

You'll never know unless you take the chance. Don't let that one girl spoil your chances of being happy again. Sure, this current girl might not be the one, but not every girl is that terrible.

^^^Hit the nail on the head.

To the OP; give it a go. You're young, take chances and see where they take you. They are millions of different people out there, so don't let one small section ruin your love life. Go ahead and meet new people, find others who share your interests. You can do this.
Good luck.
