Yes, that's fine. You're allowed to bump a sticky no matter how inactive it has been.

If we (we=staff) feel it's worthy, and/or the section could use a sticky, one of us will sticky it. It's a full staff decision, and the thread does not have to be created by a staff member. If you (you=any user) feel like a thread should be stickies, you can always PM anyone on staff and we'll consider it.
