Yeah I think it might be that you're jacking too much or being a little too rough. Its happened to me before, I just had to slow down because of all the friction.

I think you're doing it too rough or too many times in a small amount of time.Either lay off jerking off for a day or two or slow way down.Using lube would also help reduce the friction.

Since you are cut it could be because there is too much friction between your hand and your penis. In this case lube is the best solution. Otherwise sometimes if you jerk off really hard, it stretches the skin on your penis too much and it cuts.
