It's more than likely normal.
\You're probably noticing that it is pulsating - check your pulse at your wrist when you're erect. Wouldn't be surprised if you're just noticing the pulsations of your heart, as it pumps blood around your body, including to your penis while you have an erection. Twitches otherwise are from just involuntary (or sometimes voluntary) contractions of the smooth muscles downstairs. Pretty common when it happens!
