I'm 17 years old, uncut and my foreskin covers entirety of my penis and I can't pull it down (if I try too hard, it hurts) and I was wondering if it's normal in this age.

Could be a sign of phimosis, in which case you should go to the doctor. They can prescribe you a cream which will loosen it enough to retract.

it shouldnt be that tight id say go and see a doctor about it there re creams you can use to loosen it

Well , to be honest , you should be able to pull it in that age . So , try with steroid creams , they can help you to loosen it , and practice pulling whenever you have chance . If anything above doesn't help , then , you must visit doctor ... :D
But I hope everything is gonna be OK . :D :)

Well said, nothing to add, apart from: DO NOT pull back your foreskin too much. If your foreskin tears a little bit, it can heal with a scar and being even tighter afterwards than it was before. Donīt use steroid creme without prescription by a doctor on your dick, as it can have side effects. Donīt be shy, your doc has seen many dicks before and knows best what to do. My buddy had a tight foreskin too, at 14. He got a prescription (from his general practitioner/family doctor) and had to "exercise" his foreskin (by pulling it back and forth) and rubbing the cream on it every night. It took several months and finally he could pull it back completely without pain and even do much more pleasant things - hehe :D

It's normal for your foreskin to cover the entirety of the penis but if you can't move it, that's a problem. Go the doctors about that...
