Penis size is, as far as we know, entirely genetic and being an identical twin simply means having an almost identical genetic make-up. It has nothing to do with "growing differently", the end result will be the same. As such, identical twins should have near-identical penises with rare exceptions.

I've only seen twins naked "in real life" once. Their penises were absolutely identical.

Chances are, most twins are roughly the same size, as genetically they are so similar. But not all twins have the exact same size.
