There's definitely no way to actually know what sort of thing for either gender unless they actually say so themselves. There's definitely nothing on the body or face that would give that sort of thing away if that's what you meant by the second part of your question.

The only way for you to know if she is masturbating is to ask her. Most likely she will not tell you unless you are in a relationship with you and she is comfortable to tell you.

There is no way to see, if a girl masturbates or not. Although I often wish there was. But on the other hand: If we could know from everybody just by his/her look, if he/she masturbates, all the suspense would be gone.
