Depends how you finger her and keep in mind every girl's hymen is different.
There's no standardization.
Is it safe? It's as safe as you are clean. Fingering a girl can introduce bacteria which can cause an infection if your nails aren't cut and clean and same with your hands.
(Don't put soap in the vagina though, that also can cause an infection because soap wasn't designed for internal use in the body).

fingering your girlfriend is fun I love to be fingered I finger myself when I masturbate most of us girls do. But it depends how far your fingers go inside if it goes deep inside or any object inside is going to stretch the hymen the best way to finger her or have her finger herself in her fingertips around the opening of her vagina and maybe go inside like an half inch

That's a myth that the hymen needs broken! Most hymens cover only part of the vagina, and those that cover the whole opening need to be surgically opened by a doctor.
Any hymen can tear if you're too rough though, so start slow and make sure your hands are clean and nails trimmed. Also, make sure it's all consensual!

The hymen should not break. If a girl bleeds during sex, that is her vagina tearing because of a lack of lubrication/her clenching up because she's nervous.

Yes it can break... and as hymen doesn't have blood vessels and nerves inside it won't bleed and won't be hurt when you break it.
As long as you're clean and cut your nails short, it's generally safe.
It will be helpful if you have lubricants nearby cause it can ease off discomforts cause of lack of natural lubrication.
As a side note, bodily fluids usually regarded as potentially infectious so you need to take precautions whenever you have contact with it because bodily fluids can contain numerous viruses you can imagine, so if you're uncertain about your partner's health, always take necessary precautions whenever you come into contact with the bodily fluids.

The hymen can tear for any number of reasons. If it does, is hopefully only sore and bleeding for a few mins. Because of this breaking hymen does not automatically mean losing virginity. Putng ur dick in her and having sex means losing virginity, and more likely to break her hymen. Tell her to enjoy the pleasure of fingering!
