I had something like that come up about 2 weeks ago, I'm uncut so it's visible when soft as well its not painful but it just appeared after wanking. I did feel something go when starting but just carried on. I'll probably see my gp next week or go to a walk in clinic

If you're circumcised, you don't have foreskin. I'm assuming you have what is called a "loose" circumcision where the skin sort of bunches up by the base of the glans when soft. You might also be able to pull the remaining skin over the glans somewhat.

If it's painless, maybe just let it be? But it hasn't happened before, you say. If it continues to be a concern, maybe just bring it up at your next routine checkup.
