You can PM the moderators/administrators if you want to talk about something(100+ posts are not needed), though they don't reply much - even when asking forum rule type questions I was ignored, but still.

Tips... You can VM people, which is close to PMing, though it's visible to other users. Helps too. Go to their profile and you can write on their profile wall.
