why is the limit to PM 100 why not lower like 50 or 60

Because it's effective where it is now. Also, see here (http://www.virtualteen.org/forums/showthread.php?t=153812). And here (http://www.virtualteen.org/forums/showthread.php?t=221058). This gets brought up all the time, and the response is always the same.
