Notifications aren't working?

It says I have two notifications and when I try to click it it takes me to my forum subscription page even though I have none. And even so it still says I have two notifications...

Try clicking the little arrow next to the words. It pulls up a list of what the notifications are.

My cookies are cleared, and it won't show me what the notifications are for. Just takes me to forum subscription page. And there isn't an arrow either?

I'd recommend trying a different browser first, as it's very possibly a browser issue. I won't rule it out as a vbulletin issue, but one would expect multiple people to have the problem if that were the case.

If a different browser doesn't at least temporarily solve the issue, we can further go into this, but even with some google searches and vbulletin.com searches, I can't find anything on this particular issue. It's also possible Mike/Steven know something I don't, so maybe they'll be able to help more. Otherwise, you can still access VMs and PMs and such through your profile or the usercp, so at least for now while we figure out what the issue is, you aren't totally in the dark.
