For anyone who does not live in the UK the NHS is the UK's government (tax) funded health service which provides the majority of healthcare in the UK and also concerns itself with "public health" - interpreting research to reccommend things that both government and individuals can do to improve health. Anyway I found this on Wikipedia:

In 2009, the UK Government joined the Netherlands and other European nations in encouraging teens to masturbate at least daily. An orgasm was defined as a right in its health pamphlet. This was done in response to data and experience from the other EU member states to reduce teen pregnancy and STIs (STDs), and to promote healthy habits.

Later in the article it makes reference to the specific leaflet, issued by the NHS in Sheffield and entitled "Pleasure" with the slogan "an orgasm a day keeps the doctor away."

It seems to have created quite a stir at the time having been covered by many of the daily newpapers here in the UK and also by ABC news:

The leaflet us from 2009 and I have not seen it myself but I don't think its main purpose was to reccommend a specfific frequency as apparently inside it there was a comment about two or three orgasms a week so already at odds with slogan.

I don't think teens really need people to encourage masturbation :D

There is a certainly an extent to which the purpose of the leaflet was to encourage teens to masturbate as an alternative to getting someone pregnant, as the NHS would also been keen to see a reduction in teenage pregnancy.

For me, again based on reports of what was in the leaflet rather than first hand experience, what makes this leaflet interesting is that, unusually, it is a case of adults saying to teens "Welcome to a world of pleasure that it is your right to enjoy" rather than the usual message of "sex is really for adults because you can get pregnant (or because religion reserves it for marriage), but if you must here's how to be safe".

Haha I've heard that but I didn't know there was legit studies on it. Sounds like a plan I guess.
