I'm uncut and I get what you mean the stream is a lot more powerful when peeing retracted compared to peeing with it down. As for the question what's it like for cut guys I'd imagine it's like peeing retracted, but most cut guy's won't know any different

In my case, when soft, the foreskin just about covers the glans without any overhang. The exact position the skin sits in varies slightly (as soft size varies with temperature etc.) and sometimes it can partially cover the meatus (pee hole). For that reason I always pull the skin back slightly, not all the way but enough to know the meatus will be unobstructed. If I didn't do that I would be risking the stream going off at a weird angle and making a mess.

When I was younger my foreskin was longer relative to the rest of my penis and overhung the end a little. At that time I was able to pee without pulling the foreskin back and the skin acted a bit like a funnel. I found that resulted in a wider, but less forcefull, stream than with the skin pulled back. This seems to match your (OP) observation.

Either way I think the flow rate will be the same and, unless you are having a distance competition, and as long as you can avoid making a mess, it doesn't really matter.

The only time I don't bother pulling it back even slightly is if I pee in the shower. Somehow it seems almost excitingly naughty to just stand there and piss not caring where it goes even to the point of not bothering to hold my cock and aim it in any way. I do tend to do that before I clean under the foreskin rather than after.

Yeah .. Nothing new . I sometimes pull back while peeing , sometimes not , If I really hurry somewhere , I don't pull in that case . Although , pulling back seems to be cleaner .

Yes peeing cut is just like doing it with the skin pulled back. For me the only big difference was no longer having to push the foreskin forward again.
