Friend whos always doesnt show up

Hi guys so like I have this friend that we planned at the start of the year to study together every Sunday with another friend so there's 3 of us. So this guy always says that he cant join us like almost every week but usually he doesn't tell us why and its really making me feel puzzled and frustrated at the same time. Although I know he's busy with school matters, I don't think its very nice for a friend to keep being absent for our meetups, given that we already agreed on the weekly thing.
From the start of Jan this year to now, the three of us have only studied together on one Sunday.
I really don't want this to continue because I have to keep asking if he's free repeatedly and then get turned down, so shld I talk to him about it? How do I tell him about this? Thanks

Hi I've asked, he says he forgot about it. But then he's being saying the same thing for a few times. I know he's busy preparing for a sports competition but isn't it strange that he forgets a few times straight?
