I'm quite sure you need 100 posts even if its in response. You can always do a visitor message.

Not to regular users, but you can PM staff members ( moderators, global moderators and administrators ) regardless of post count.

No. The requirements for PM'ing, is you need to have a minimum of 100 posts. It's just a safety thing.
