Okay so I just turned 16 and my penis soft is 2in and hard is 4in. Has anyone or does anyone have this problem. What should I should I do? If its happened to anyone at 16 did it grow afterwards?

What 'problem' are you referring to?
Some people are taller, some people are shorter. Others heavier or lighter, fair or dark skinned. It's just a part of that person. The length of that additional appendage is just that, a length; and one part of you only.

As Seth mentioned, give it some time. It's still likely to grow. Regardless of whether it does or not, be comfortable with it. It's only one aspect of you.

There's nothing much you can do about it other than wait for it to grow more. It may not grow or it may grow, depends on when you started puberty.

I can say that I've grown 1 inch since I was 16 but it's different for everyone

You don't stop growing until 20-ish. There's nothing you can do about it. How far along are you overall? If you still haven't hit much puberty, and still have a somewhat higher pitched voice, then it won't be long probably until you begin growing.
