Orgasms and ejaculations are two different things. Puberty releases hormones that tell your body to start producing sperm. Therefore, no puberty = no cum. However, orgasms are just an intense experience that you feel when you receive enough pleasure to ejaculate. It is sort of hardwired into our bodies, even before we can actually cum.

Puberty isn't necessary for an orgasm; it just dictates what kind of orgasm you will get. If you were to orgasm before puberty, then you'll have what's called a dry orgasm. You'll get that feeling, but there will be no cum. If you're past puberty, then it's just a regular orgasm with cum.

From what I understand anyone can have an orgasm at any age, even a baby. Obviously any guy who has an orgasm prior to starting to produce semen will not ejaculate with the orgasm.

What that does not take account of, though, is that children, by which I mean those older than a todler but prior to puberty, don't get horny and don't find their hands drawn to their genitals in the same way adolescents and adults do, though interestingly toddlers do, to a more limited extent. That means though children could have orgasms, they generally don't.
