It should be that when it's warmer, the balls are more loose and more dangly. When it's cold, they should be tight, it's just a way of keeping them at the optimum temperature. Personally, I keep my balls shaved, which alters their heat. This means that they are mostly tight. However, my body temperature varies massively.
