I'd say no. Just because they are twins, even identical twins, does not mean they are exactly 100% identical. In fact most probably aren't. They just appear to be. However, some might have the same size. It's basically a yes/no answer.

As far as I know, when they are enzygotic, their dna is about the same (with some mutations).
There are 2 genomes: the dna and the epigenome. You can't influence the dna but you can influence the epigenome.

So yeah, the size is about the same, but it can differ.

Depends. I have friends who are twins. And some of them have the same size bulges and the same size dicks and balls. Or, occasionally, one of the brothers is bigger than the other one is by like an inch or more and he also has bigger balls too. But most of my twin friends have the same size dicks and balls. I'm a twin and I think we're about the same size it's not like we compare or that we see each other naked. But in boxer's we seem to fill them out the same. We're non identical so I don't know if that changes things.
