On my phone there is a Web guard placed on my phone so that I wouldn't watch porn. It s only activated when the internet connection is out (comcast) How do I bypass that.

Proxy: an intermediate computer/service that you access the internet through. Using a proxy can "trick" the filter into thinking you're only accessing a site that isn't blacklisted.
There are webpages that offer this service. Off the top of my head I can only remember whoisaaronbrown.
Are you surw it's only your phone and not Comcast's service? What about rooting your phone and deleting the webguard app?

Tor. It's free in the google play store, it uses multiple proxies to disrupt traffic.
He is talking about a blacklist service bound to his carrier. You will need to go into your T-mobile account or your parents' account and disable it. I am not sure if any other carriers have webguard.

What service(s) are you using? It is possible that webguard blocks anonymizers as well as not allow access to certain ports. Use SuperVPN or Orbot on google play, neither of which are secure against deliberate attacks but for watching porn, well..
