a regular penis will fit into a toliet paper tube because it so small. So it will "fit into"

but I think what you're asking is whether your penis is big enough to get sexual stimulation from it (I.e., your penis isn't small enough to just fit in there but the tube is not tight enough to fit around your penis and stimulate it or have any rubbing)

Something you could do is stick the roll up right, cut it vertically with scissors and tape it and/or glue it where it fits snug then use latex and lube like the other guy said... hope this helps
