The USA had been funding them for a short period of time when they were fighting Assad.

ISIL are self-funding: oil sales and tax rackets in occupied areas keep them going.
Foreign donors and Looting helps but the above is the main source.
As far as I'm aware the US never gave direct funding to ISIL. The US funded the pro-democracy elements of the rebels and through that arms (etc.) might have fallen into ISIL hands if that's what's meant.

Most of their income comes from oil sales, which some countries in Europe,America and even Asia are buying it from them.I am even sure that Russia and China themselves are somehow misusing this chance and are behind some of the buyings too,but the thing which is completely clear, most of their costumers are in Europe,as they are using Turkey as a place to transfer it to other places.Turkey itself is not an exception neither.
And among foreign fundings,Saudi Arabia is the suspect number one, although US's activities are somehow suspicious too.During last 5 months,at least about 50% of their supply droppings (Mostly weapons and lethal aids) have landed in ISIS controled areas which doesn't look accidental.

They never learn.
We never learn because we funded them before they were an enemy? Kinda like we did Russia in ww2 and the communist rebels in China? We didn't know they would become an enemy.

That's why we study history... or rather not in their case.

No,they will never learn because they always want to use "The enemy of my enemy is my friend." logic, while it has proved to be wrong for hundreds of times.
