in looking at the web i see that men say over 40 have fetishes, including a lot of stuff i don't even want to think about.... do they develop during puberty or it is something that some men (and women i assume too) get later on? Is it that you get bored with sex , and when you're a teen it's all still new?

I think it's different for everyone, but I think the farther in life you get the more likely you are to develop one. It's just about how curious/adventurous you are

I am not entirely sure when people develop them.
As far as I can see, it is not especially problematic to be turned on by something other than another person it certainly is problematic to be turned on only by that thing such that you need it to function.
As an example if you get turned on only by high heel shoes and find you can't get it up when your g/f wears sensible shoes instead it could be rather embarassing. At least with a normal piece of womens aparel she could help you out but there are fetishes much more bizarre than that.
For some there may be an element of "forbidden is exciting" or "naughty is sexy".
Either way it seems sensible to me to avoid dwelling on the same fantasy day in, day out particularly if it is something you are unlikey to persude a future partner to engage in. Instead make sure you include a bit of variety centred around things that might actually happen.

Fetishes happen usually from birth. However some may occur from some event in your life, for example BDSM being linked to abuse etc. The most common feet hushes are ones that are genetically linked in your brain, such as walking and sex being the same area of brain function, therefore creating a liking for feet. I think you've probably figured that only men over 40 have them because they're usually weird and private things. And teens are shy creatures. It's kinda like coming out, they don't want to be laughed at or thought to be weird.

I think it's acquired during puberty, when you're discovering your sexuality, as well as what you're into, sexually speaking.

I think for some people its hard wired, but for older people, they get bored with the same old stuff. Right now everything's new and exciting for us. But after having sex/masturbating/watching porn for 25+ years, people get bored and look for new exciting extremes. So yea your right about that part.
Personally I developed fetishes from watching too much porn, I got into crazier and crazier stuff until I pretty much stop watching porn. If you over-expose yourself, you get bored and look for that new exciting thing to get that new experience high. So yea, people can develop them in puberty .

Unfortunately, I don't think there's a perfect answer to this. At least in my experience, while you're younger and new to puberty, there's no need for fetishes because just the basic idea of sex and exploring your body is enough to keep you interested.
In my opinion, fetishes do tend to develop as you get older and need some other sort of stimulation other than basic foreplay or sex. But the reason you most often hear about older men and their weird fetishes, is because older men who display their sexual arousal are often immediately labeled as a pervert. Many people have their own fetishes, you just don't hear about them as much if they aren't old "gross" men.

I'm gonna be honest. I am completely straight but I have a huge fetish for men's underwear. Like I love underwear. Especially if I buy them and wear them myself. I especially love jockstraps. I can't wait till I move out then I can buy any underwear I want.

the fetishes would develop during there teen years and then as they get older there more likely to want to act on them
