Because your penis head is bonded to your foreskin, sometimes until as late as 12. Meaning that you have to stretch the skin over time to get it comfortably over the head, some guys are still in that process, or have phimosis. Where they never started to stretch it, and it has just become the normal for then to not be able to pull it back, though they should confront their gp about this, many don't know they have it.
