Why can't i send private meesages to someone? Is there some kind of restriction? And what are visitor messages (VM)?

You can only send Private Messages (PMs) when you reach 100 posts. You can, however, PM and receive PMs from members of the staff. Visitor messages (VMs) are messages that are displayed publicly on the user's profile to whom you send the message. There are no requirements to send a visitor message. However, until you have 250 posts and have been a member of VT for three months, your messages will need to be approved by a moderator before seen by the receiving user.

you need at least 100 posts to be able to send pms. vms are on your profile, there is no restriction, I guess unless you got it revoked for doing something you weren't supposed to be doing

Because you would have to ask them for that contact information, which is not allowed unless done via PM.

As long as it's completely appropriate, yes.
