Im un-cut and im 14 years old. Im really under developed, i cant cum and im
5'0 I still like myself alot and i had a question.
I can pull back my skin on my penis but its like i can pull it back and reveal the head.
But theres some skin that connects my skin and my penis and i wonder if it will effect me in the future or will it go away. I don think this is normal and i want to know if this is a serious problem.
to summarize- theres skin that connects my penis to my skin

if your uncut, that skin is normal and is nothing to worry about. you don't need to go to hospital and really it shouldn't cause you any problems at all.

You mean you can't pull back the skin all the way?
Two things it could be:
1. An adhesion. This basically means skin glued to other skin by being stuck around forever. The cure: masturbation, gentle tugging, etc. etc.
2. A skin bridge. Basically a more permanent connection. Uncommon among cut guys, quite rare among uncut ones. Pretty unlikely. Needs surgical treatment, but a very easy outpatient surgery.

okey is the skin connecting the two together thin? its most probably normal because i have one like this, and probably most incut guys would because people who are cut, have this part cut (i think... neva actually seen a cut penis sooo) ... i have some skin that connects my foreskine to the head of my penis... and yeah... i can reveal the head to my penis aswell... although i cant go much further (meybe a finger width further than the head) but thts it... it can only go that far because of the bit of flesh that connects the foreskin and the head, if i pull it any further, then it hurts... and feels like its going to snap so i dont do that alot for obvious reasons...

Yea its thin and i think it might be the adhesion thing described above but i dont know,
but then i think its strange cuz it seems to be adhesion on one side and theres a different type of skin that looks like a cord connecting outer skin to the opening of the penis.

i would get this checked out quickish by a doctor, i only have one connection from my skin to the head... i have no idea what the other one is... im sorry i cant help but i would say go and see a doctor and get it checked out... i hope everything turns out fine for you

it could also be your frenulum. your frenulum is a natural piece of skin that is very sensitive and can be sexually stimulated. It's on the direct underside of your penis connecting the head of the penis and your shaft. Maybe that's what you're talking about - if so, it's completely normal. On some guys, this is close to the opening of the penis.
Before going to the doctor, try asking your dad.
