We can't tell you if you're normal. There really isn't a normal for puberty. If you're going through puberty by the time you're 16, you're good. As for your dick, you're on the low end of average for an adult. Meaning, you're most likely going to be average or maybe slightly above.

I don't really believe in all that stories about stages .. I mean , I started growing pubic at 8 , and everyone were telling me that I will totally finish my puberty maximally until age of 15 . I am 16 now , and since August , I have grown more than 3 inches , from 6'4" to 6'7" now or from 193cm to 201cm now . And I'm still growing . Penis is still as it was for moths , still 5.5" ...
