I used to go to summer camp for several summers & loved it. When I was 12 I was in a cabin with 14 other 12 year-olds. My experience of scout camps was that most of the guys who had reached puberty would masturbate last thing at night before going to sleep. Most guys did this inside their sleeping bags so no-one else could see, but no-one was trying to pretend he wasn't doing - well all knew what was happenning.

Occasionally someone would be too shy to, or someone would be an exhibitionist and make a show of it but there were both quite rare and I didn't see any cases of guys doing in each other, let alone get involved in that.
