Depending on how you were brought up you may find it a bi strange or it make you feel a little uncomfortable or it may not. Either way I wouldn't say it was wronmg as long you didn't do anything wrong on the lead up to seeing it. For example, if you go to an establishment where guys shower or change in a common locker room or changing area and nudity happens naturally then there is nothing wrong with it. If you have been spying on your dad or your next door neighbour then you need to stop.

Absolutely NOT! As teens we're all curious about our penises, if we're big enough, or too big, we all like to look at other boys' dicks to compare and see. Does't matter if you're straight, gay or bi, we're all curious. Nothing wrong at all, in fact it's completely normal.

Two major scientific studies on male sexuality were done in the 50's that totally rocked the American public when they were published. It's just curiosity and has nothing to do with being gay, str8 or bi. When done in the right places, it's not bad. If you were in pool locker rooms where people will get naked and you sneaked peeks, then that's okay. There is implied privacy, but it's kind of waived when people are changing within public viewing in pool locker rooms and thus isn't illegal. It's awkward as hell, but not illegal.

At the same time, it's better to make sure that the penis you're looking at is within your age range. It tends to be more awkward if you were caught looking at an adult's penis than it would be if it were someone your age as you never know what that adult might say or do in response.

Just make sure that it's done in a place where there won't be any legal backlash and that it's within your age range when you look at penises to avoid age-related awkwardness/trouble. And no, I'm not counting porn as that can be accessed by literally anybody and is merely a glorification tool to help viewers fantasize about what big penises look like and how they are used.
