I have a 28 inch bust, and a 26 inch underbust and I want to know what my bra size would be? All I have are tank tops but they are getting a bit small and tight for me but real bras don't seem to fit and it seems like I'm in the middle between tank tops and AA cup bras. So what's my size?
Also I know I'm pretty tiny I'm actually 15 years old I'm still not a proper cup all I have are buds but tank tops are still tight on me.

You're probably about a 30B or maybe 32B (my math might be a tad off). Don't judge by cup size since they're actually relative to band size. Bras have sister sizes: a 32C is a 34B is a 36A. Basically the cup size remains the same but depending on your band size, the letter changes. It's a weird system. So it's actually highly unlikely you're a double A unless you have a very large band size and a very flat chest.
I used this (http://www.sears.ca/content/resource-centre/sizing-info/women/bras-and-fitment) chart to guess your measurements but I suck at these things so to be more certain, go into a professional store like Victoria's Secret or a higher end department store (I don't know where you're from so I can only suggest Canadian ones) and ask a woman there to do your measurements.
The other thing is that bras all fit a little bit differently depending on the style. So I wear either 32Cs or 34Bs depending on the style. Some run smaller, some run larger, just like any other type of clothing. Ask someone to give you a variety of styles that they think might fit you best and try them out and don't be afraid to ask for help. A lot of places have sales associates that will come into the change room once you've put a bra on and they'll take a look and see if it fits properly on you. Sometimes what you think fits properly might actually be too small or too big and they can help.
Another thing: clasps on bras should only be on the first set of hooks when you wear it. The additional two that make the band tighter are not to make the bra adjustable to start. They're there for when the bra stretches out as it gets older and wears out. That's when you start tightening it and using those extra hooks. If you're on the tightest set with a new bra, it's not the right size.
Hope this helps. I'm pretty flat-chested myself so I'm basically an expert at bra sizing by now. I started wearing a bra at about 11 or 12 and didn't know I was wearing the wrong size the entire time until I was about 17 or 18. I assumed because I was so flat, I was an A-cup or smaller but I found out that I was wearing far too large of a band size that way.

Actually I'm way too small for a 30B or even a B cup since my mom is a 34A and I can't even fit into A cup bras they're too big for me so I am definitely NOT a 30B?

I believe you would be a 26B. To be honest I'm not even sure if they sell bras with a band size of 26 (I live in Australia, so these sizes are somewhat foreign to me) but checking online always helps. The Cup siz is relative to the band size so even though your mum may be an A, her band size is bigger so the volume for that A cup would be more than someone which was 20A. If you can get a hold of one, try a 28A first, check if that fits somewhat well. If so, check online for 26B, you might find something, it's always easier to find online.
P.S. Some places which you go to may give you a way different size. Large department stores and whatnot have a small range to make it easier for them to sell rather than for the customer, so going to actual qualified places is always good, but again, it's still very difficult to find a good place, even I haven't found one I like yet.

Remember, cup size is relative. The band size is what is indicative, not the cup size. I can wear an A, B, and C and the cups all fit fine. It's how it fits around your actual underbust that matters, not the letter.
P.S. Some places which you go to may give you a way different size. Large department stores and whatnot have a small range to make it easier for them to sell rather than for the customer, so going to actual qualified places is always good, but again, it's still very difficult to find a good place, even I haven't found one I like yet.
I'm a very uncommon size and I can only find bras at large speciality stores like Victoria's Secret or LaSenza in Canada. I don't know if they carry anything smaller than a 30 band size but the up side is that the people there can measure you and then try to find bras that will fit you best, size permitting.
OP, have you ever just tried wearing thicker sports bras? That's what I did for years before I started wearing an actual bra.
