CASE ONE: Lets say you met someone two or three years ago. You had mutual chemistry/interest.
And lets say that after no contact at all (chatting a few times at max) you see each other again. Is there any possibility that the person you haven't seen in so long will be interested (kinda AGAIN) after such a long pause?
CASE TWO: Lets say two people are DATING (so not only chemistry). They are close but finish by breaking up. Is there any possibility of the interest coming back afterwards, even in several years?
What do you think! I think that it's true! :) Interest is always there in some way!

Of course someone can become 're-interested' in a person. If they were interested in the past, the feelings can rekindle.

my parents split up when they were young but 14 years later they met again and had me so yea of course they fell in love again so even after a long break there could still be chemistry there and interest.

Easy Answer: Yes, for both.
Complex Answer:
Case 1: Most likely not, because that person probably has seen other people and talked to other people. There is the rare case where the person has been obsessing over you and hasn't talked to many other people, and in that case they may have interest again because they missed you.
Case 2: Rebounds, which is what your describing, a relationship that could have a second shot after a break up, tend to not work. Mainly because of the awkward feelings, and because of the fact that there was a reason you've broken up with them, so that reason may still be there. However, once again there are those rare cases where people may have completely changed for the better and now make you happier than before.
