Hello, I am 13, and I want to know what stage of puberty I am in. Also, what is pre-cum?

I can cum (It lasts about 2 seconds, and is usually moderately white.)
I've shaved the base of my penis and my testes once about a year ago. It is pretty thick and I have lots.
I have a little hair around my anus.
My voice has deepened quite a bit.
I do NOT have hair under my arms
I have facial hair darkening and thickening.
