What size do you define 'small'? It's fine to have a small penis at any age. It'll grow as you go through puberty anyway.

He's thirteen. That is far from making him a "late bloomer" Just keep in mind that you are growing in all parts of your body. It will take time. Don't worry about it.

yes because it will grow during because you are only 13, that's what puberty's for.

puberty goes on till your early 20's so you're really at the start of puberty so don't worry about it if your currently small.

Also, it depends what you class "small" as
